Popcorn and Cotton Candy machines can be rented at your local party supply stores.  Peanuts in the shell are great circus snacks as well.  Candy peanuts are another cute option. 

Galvanized Tins or buckets can be used to play the bucket drop game (similar to the Grand Prize Game you may have seen on TV growing up).  Line up several buckets in a row.  Use a small beanbag or ping pong balls and standing about two feet from the closest bucket, attempt to drop or toss into each bucket.  For a greater challenge, try a high bounce ball!!

Make it a pony party!  Look in your local yellow pages under Horse Riding/Rentals to find options in your area for pony rentals. 
If you choose to hire a clown for your Circus party, they usually provide the games and entertainment.  Great idea because the parents can relax and enjoy the party instead of worrying about keeping the children entertained.
